So I picked up a low mile 02 ssei. Be the second one I've owned. After driving this one a few days it seemed rather blah. Just didn't go like the one I had a few years ago.

It seems to really I wouldn't say work but struggle in 3rd and highway gear at low rpm. The motor has a odd noise like driving a manual in the wrong gear with not enough rpm. I've replace fuel, air filter, plugs, wires, o2 sensors, upper and lower intake gaskets. I've seen little improvement with the issue. Car still gets good mileage and it appears to be in the normal boost/vac range while driving, which makes me rule out a clogged converter but not off the table.

Any info would be appreciated.

I'd check the fuel pressure. Get fuel trims if you can, with a scan tool.

you said it struggles in 3/4 at low rpm - what rpm is the issue?

I almost wonder if it's not something exhaust related, a leak that makes it sound like it's bogging. Don't see anything visually not that the backside of the motor is really accessible.

1300 to 2000 rpm the the car seems to bog but there is a drone or some kind of harmonics that are noticeable in the passenger area?

For me this RPM oscillating sort of issue was the result of a variety of ignition system and sensor components.

I've had coil packs, plug wires, throttle position sensor, and MAF sensor all contribute to or cause this annoying issue. The car would otherwise drive fine, but would kinda bog or have the rpm go up and down at certain higher gear, higher load, low RPM situations.
