Your harmonic balancer has two rings of interrupter teeth on the back. The 3x and 18x rings. They are used for spark timing. These rings are sensed by the crank sensor. In all likelyhood, you have either a failed crank sensor or wiring problem, but it still could be the ICM. Even though the PCM takes over the ignition and fuel pulses after 400 rpm's, the signals are still sent THROUGH the ICM.

(your icm only really controls ignition and injector pulses for the first 400rpm's of a start attempt, at which time the PCM and ICM 'handshake' and the PCM takes over).

mechanic says ,, replace icm and crank sensor.

icm is easy (apparently) so i may take a stab at it.

cranks sensor is harder as its under the car, hoist is invaluable.

You don't need a hoist for that...jackstands will do just fine. You WILL need an impact wrench to get the balancer off though.

As far as the ICM goes, examine all your wiring. That harness tends to get pinched in several areas, and if you have oil leakage up front, that will cause the ICM wiring to go soft in a few spots, degrading the insulation and leaving bare wire exposed. It also would not hurt to check the surface ground @ the ICM (Later ICMs added pin "K", which was the only one missing when you look at the connector. This was an additional ground, for reliability I am guessing)
