My bonneville has maybe 2-3 psi at WOT I have never heard the SC wine I don't really know whats wrong I have already checked the BCS and the BCA and they are good, I'm thinking it might be the gasget between the SC and the lower intake manifold. I also have a fuel trim lean code and a low voltage code for the o2 sensor, GM put a TSB out awhile back and said these codes can be linked to the SC gasget, what do you guys think?

All those could be contributed to a post MAF leak. To see if the low boost is being commanded or is out of the electronics hands, take the vacuum line off from between the bcs and bca.

You can try spraying TB cleaner around the gasketed interfaces at idle and see if the idle quality changes. If it dips when you hit a certain spot, you found a leak.

Whine is really just a function of SC spin rate and intake noise suppression.

well i tried the TB cleaner... no luck, but i did do a engine bay cleaning and i guess that solved the problem, I dont know if the MAP sensor was dirty or what. I also went and got the codes read... they were stored codes, not current so i guess everything is good now.

Well my problem came back and decided to check under the hood and I see just a little bit of green coolant right next to the head gasket (don't worry the car was completely flushed of old dexcool and filled with green) I think I need new gaskets.

Do a thorough check first. Head gaskets on 3800s rarely go bad.

Well the head gaskets are fine I have yet to see coolant in that spot, any way I solved my boost problem it was The air filter, it was just BLACK and full of seeds (previous owner lived in the country where it was really dusty) so I took it out and put the mesh side up to my mouth and tried to suck in air it was pretty difficult to inhale so I went and bought a new specter air filter and installed it and it went back to 7-8 psi.
I don't even know how a filter could cause that much of a loss. I'm just happy I got the problem fixed.
