Just like it says, it blows hot air in all settings of the control knob... even in the OFF position!

The air flow does move between the various vents when switching to that position so I don't think the air flow control vent is broken. What else could it be? I recently replaced the blower motor.

I believe, even in the off position, the fan still moves air through the cabin at a very low rate. That is normal. Blowing heat all the time is not. Just to be clear, your fan is not blowing at speed all the time, is it?

Temperature is controlled by an air blend door which is opened or closed as necessary by an airmix actuator. It's a common failure for a plastic gear to split in these actuators. When that happens it can't move the door anymore and it tends to blow hot air thereafter. It's very common. Do some searching on the forum and you will find plenty of information on how to test it and change it if necessary.

I had to have my vacuum programmer? I think that's what it is called, replaced on my 96 when that happened. I also had the place change the air mix actuator while they were in there.
