have you tried replacing the TPS? They were used in a ton of cars and are very easy to find in junkyards...

Have you disconnected the battery and let it clear the codes. If so, get a multi-meter and probe the leads to check it. It should be around .4 volts with throttle closed and close to 5 volts with WOT. I am not sure what year they quit slotting the holes, but you can sometimes adjust them a little. Yo will want to read between the dark blue and black wires.

Code 21 is set under these conditions

1. TPS voltage is greater than 4.9 volts at any time
or
2. engine is running and air flow is less than 15gm/sec and TPS signal is greater than 2.5 volts and code 34 is not present and in this condition for 5 seconds.

To check the wiring and ECM, the FSM just says to disconnect the TPS and code 22 should set for a low TPS voltage.

You can also check the TPS by probing pins B (dark blue wire) and pin C (black wire) and moving the sensor through its range and watch for a smooth transition.

Got A Differn't TPS Off Of A 94ish Buick LCB Non Adjustable It Worked Fine With My 92 That Had An Adjustable TPS!!!! Sweet No More Codes!!! Ready For Tags!!!
