Year and Trim: 1990 SSE

Every once and a while my '90 SSE will turn over but not start until I depress the gas pedal. It will then start and run rough and stall until it warms up. I have to put it in neutral when I come to a stop, until it warms up. This happens once a month or so. Throttle body sensor? Idle air Control? Fuel Pump? Is this car too old for OBD?
