Hi, I am an owner of an 89' lately it has been running pretty rough. Symptoms are as follows -
random rpm rise and fall, dies or stalls, when in park i can press the brake and then release and the rpms rise and fall rapidly and almost dies, when driving at stop it can die, when decelerating the rpms are not smooth it jumps down a little at a time, fuel economy is horrible, exhaust puts out a horrible smell while running, sounds like pcv valve makes a clicking sounds every once and a while after replacing it. SEL (service engine light) is on will get codes tomorrow from oreilly's.

Things i have done -
checked reading on MAF sensor read fine unless i tapped on the senor then the readings spiked, disconnected sensor still idle'd rough and died on its own
checked throttle position sensor (read fine when slowly opening and closing throttle)
cleaned, but haven't taken readings off crankshaft sensor. Doesn't seem corroded.
replaced fuel pressure regulator
Also, when i'm driving the vehicle if i keep the rpms steady with the accelerator it is fine. I am forced to either apply both brake and gas when stopping or shift into neutral and keep my rpms steady then quickly release gas while shifting into drive and reapplying gas pedal (I know that isn't good for the transmission, but that's what i'm forced to do).

Do you guys have any suggestions on what my problem could be or anymore troubleshooting steps I can follow to help narrow down the problem?

It sounds like there is a lot of unburned fuel going into your exhaust--which typically makes a rotten egg smell come from the exhaust and will eventually ruin your catalytic convertor.
Could be faulty oxygen sensor or other sensor (the codes will offer a clue), clogged air filter, worn out spark plug, bad spark plug wire, coil, engine problem, etc.
If you pull all the plugs, you will see which one(s) wet or sooty or worn out See http://www.gnttype.org/techarea/engine/plugs.html or http://www.verrill.com/moto/sellingguide/sparkplugs/plugcolorchart.htm

If by chance it's instead running too lean (I doubt it), check all vacuum hoses for cracks or disconnection, check fuel pressure--a failing fuel pump or clogged fuel filter can starve the engine of fuel, a sticking PCV valve will act like a vacuum leak and the EGR valve may be sticking open.

To read the codes the auto parts store normally doesn't have the tool for these older OBD 1 cars. All you need to do is use a paperclip between pin a and pin b and watch the SES light flashes:
computer-pcm/topic8689.html
then
computer-pcm/topic1624.html

If you find you have a bad coil, here is some more useful info (my recollection is that your car has the single Magnavox coil):
performance/topic1684.html

Well MAF sensor code came up and TPS. I cleaned the MAF codes and Service engine light went away along with codes. Car still stalls at idle.

My only other thought is to check for a vacuum leak. Not sure how else pressing the brake pedal can effect engine idle quality.

Sorry I forgot to mention that. When I cleaned the MAF the brake had no effect anymore. Still doggy and stalling out without a load and still smells rich. I'm gonna check the injectors for ohms tomorrow. I just can't seem to figure this out.

I had an '88 Toro that exhibited alot of what you described and it turned out to be the Idle Air Control (IAC). Also, a bad ignition module can make the car run rough.
